"Whether" doesn't fit if it's not a yes/no question. "Could you tell me WHO the ski instructor is?" makes sense. Let's re-read. "whether the ski instructor is..." is incomplete. It should be "whether the ski instructor is here" or something. "WHO the ski instructor is" is a complete indirect wh-question.
